The primary goals of a county jail are to securely detain individuals awaiting trial or serving short sentences, protect
the community by holding public safety threats, ensure safe and humane confinement for inmates, and process
arrestees. Jails also aim to provide basic needs like food, water, and sanitation, facilitate court appearances, hold
probation/parole violators, and, increasingly, offer rehabilitation or transition services to reduce recidivism and help
inmates return to the community better off than when they arrived.
